After the Eleventh Five-Year Plan and the Twelfth Five-Year Plan, the overall development of China's electric power industry will be better in 2014. In this year, the new energy industry represented by wind power, nuclear power and photovoltaic power has developed rapidly. Among them, the installed capacity of hydropower, the added capacity of wind power, the scale of nuclear power under construction and the area of solar water heater are the first in the world. These achievements have opened the prelude to the large-scale transformation of China's power industry structure. As the first year of transformation, upgrading and development of China's electric power industry, 2010 will be permanently fixed.
However, in 2015, there are still insurmountable obstacles to the development of China's electric power industry.
For the traditional power industry, the biggest obstacle is the market-oriented reform of power prices. Because of slow progress and difficult reform, there are deep-seated interests game in power plants, power grids and other links. In recent years, with the frequent fluctuation of coal prices and the increase of power costs, thermal power enterprises have suffered losses to varying degrees, and this year the situation of thermal power is even less optimistic. In addition, it is worrying that the new energy industry is developing rapidly. If the market-oriented reform of electricity price is still lagging behind, the future price factors will seriously restrict the development of the new energy industry, just like thermal power.
For the new energy industry, in addition to facing the difficulties of market-oriented reform of electricity prices, it also faces two hard injuries of industrial development. The first is that the smart grid construction matching the new energy industry is relatively backward. This year, inconsistent with the rapid growth of installed capacity of wind and photovoltaic power generation, smart grid which can be used for wind and photovoltaic power generation is developing slowly, which causes wind power generation in many areas can not access the grid, resulting in huge waste of investment.
Second, cultivate the most potential market for solar energy applications. Among all kinds of new energy, only solar energy is least affected by external constraints. At the same time, it can not only be converted into electric energy, but also into heat energy. Its clean and sustainable advantages make it a long-term goal for the development of new energy industry. In addition, as the first growth point of the new low-carbon economy in the future, it will be in the field of solar energy, focusing on life, production, logistics and other aspects. However, in China, compared with all new energy sources, the cost of solar energy application is the highest, and the downstream demand industries need to be nurtured urgently. Speeding up the cultivation of downstream demand and consumption will help to maintain the healthy development of solar energy industry and lay the foundation for wider promotion and application in the future.
However, it is gratifying that in response to the above problems, the 12th Five-Year Plan for Energy and China's Energy Planning for the next 10 years will be launched in 2015. According to the plan, the government is expected to solve these problems in the next five to ten years.
In addition, with the introduction of the new plan, new changes will take place in all aspects of the power industry in 2015.
On the one hand, there will be substantial breakthroughs in the reform of electricity price marketization. The pilot reform of civil ladder price will be further promoted; the competition mechanism of grid price and sales price will be further optimized; the pilot reform of market-oriented price of industrial and commercial electricity will continue; the price gap between new energy and traditional electricity will be further narrowed; and the form of online subsidies for photovoltaic industry will be more scientific.
On the one hand, the construction of infrastructure facilities has been accelerated. In 2011, China's smart grid took the lead in the construction of some key new energy gathering areas and areas with large power demand gap, and partially solved the problem of wind and photovoltaic generation grid access. At the same time, the construction of high-voltage power transmission and transformation is accelerating. At that time, a large number of new clean new energy resources in the western region will be sent to the eastern region in an all-round way under the distribution of "west-to-east power transmission".
Finally, under the guidance of the government's "Golden Sun" project, a large number of domestic photovoltaic power stations have been established to further promote and develop the downstream demand market of China's photovoltaic industry. Next year, the demand for international photovoltaic products will shrink, and a large number of domestic enterprises will face the problem of relative overcapacity. At that time, a number of enterprises will face transformation. The implementation of the Golden Sun Project by the government is undoubtedly a "carbon in the snow" for China's photovoltaic industry in 2015.
